a. P/2023/00482 – Erection of an existing factory to form a new paint plant and the formation of replacement car parking – JCB Ltd – Rocester ST14 5JP – Feedback from a member of the public b. P/2023/00741 – Outline application for the erection of a single dwelling including details of access. Land North of Vinewood House Farm Marlpit Lane Denstone Staffordshire ST14 5HH
c. ENF/2020/00131 – Original application P/2021/00198 refused April 21 and P/2021/01300 refused in February 22 – this has gone to appeal.

8. Payments – To approve the following payments:
a. Lascombe Consulting – Website – pay for July 2023 = £25 [LGA 1972 s142 & 144]
b. Clerk’s pay for June 2023 (Made by Standing Order) = £453.37 [LGA 1972 s112] 2023
c. N Power – Electricity – July 2023 £29.49
d. Defibrillator – AEDdonate – £772.50 plus VAT totalling £927.00

Minutes of Denstone Parish Council Extraordinary Meeting 21st August 2023
1. Present – Cllr Jess Turner (Chair), Cllr B Wright, Cllr M Shermer, Cllr E Edmonds, Cllr J Mountney, Cllr M Flower, Cllr Stratton, Cllr S Ratcliffe and Julie Sadler (Clerk)
Apologies: Borough Cllr Steve Sankey and Borough Councillor Laura Beech.
There were 6 Members of the village at the meeting.
2. To receive declarations of interest – Cllr Ratcliffe item 7a and Cllrs Edmonds and Wright item 7b.
3. Adjournment for public participation – No items were raised by the public.
4. Replacing Defibrillator and new board and case – Due to the works being carried out on the village hall the current defibrillator had to be removed and re-sited. During this action it has come to light that the box and the board on the defibrillator no longer meets requirements therefore the box and board have had to be replaced. The Village Hall Committee have kindly offered to contribute 50% of the cost towards this. The Parish Council unanimously agreed to pay the remainder. Clerk to contact the supplier and organise a date for the defibrillator to be refitted. Clerk also to ask the supplier when completing annual checks on the defibrillator to bring any further issues to the Parish Council attention. Action Clerk
5. Freedom of Information Request – Cllr Turner informed the meeting that further questions have been raised on the recent FOI request. Initially when the original FOI was received the Parish Council obtained some free advice from the SPCA. However, some further advice is now required which the Parish Council will have to pay for. The cost of this for a four-hour slot is £600 plus VAT this can be used over a period of time and not just in one meeting. It was unanimously agreed that the Parish Council will pay for this advice. Clerk to arrange a meeting. Action Clerk
6. Hedges – Stuart Smith informed the meeting that he should have finished the hedges by Wednesday 23rd August. He had submitted an invoice up to the 21st for £339.97. The Parish Council unanimously agreed this invoice.
It was agreed that Stuart would meet up with Cllr Wright and Russ the previous Lengthsman before the next meeting with regards to Stuart taking on the role of the new Lengthsman.
The Parish Council expressed sincere thanks to Denstone College for cutting the hedge around the play area and behind the war memorial.
Cllr Mountney agreed to contact Gary Plant with regards to clearing the ditch behind the old shop. Action Cllr Mountney
7. Planning
a. P/2023/00482 – Erection of an existing factory to form a new paint plant and the formation of replacement car parking – JCB Ltd – Rocester ST14 5JP – This application was discussed at the July meeting and the agreed comments were sent to the ESBC by the clerk. However, comments were sent to the Parish Council by a member of the public. Cllr Mountney volunteered to draft a response to the member of the public who sent the email. This would be sent to all councillors for comments. Action Cllr Mountney b. P/2023/00741 – Outline application for the erection of a single dwelling including details of access. Land North of Vinewood House Farm Marlpit Lane Denstone Staffordshire ST14 5HH – This was discussed and agreed by a majority of the

councillors for the clerk to submit the comments sent out prior to the meeting. Clerk
to send to ESBC. Action Clerk
c. ENF/2020/00131 – Original application P/2021/00198 refused April 21 and
P/2021/01300 refused in February 22 – it was agreed that the clerk would send the
Parish Councils original comments for the appeal. Action Clerk
d. P/2022/00045 – Cllr Turner informed the meeting that a number of emails had been
received from a member of the public informing them that they had written to the
ESBC but had not received a reply regarding this application. The Parish Council had
advised the member of public to contact their Borough Councillor which they have
now done.
8. Payments – To approve the following payments
Proposed by Cllr Ratcliffe and seconded by Cllr Stratton. All payments below would be processed
online by Cllr Shermer and Cllr Flower all invoices would be signed and would be returned to the
clerk once actioned. Action Clerk, Cllr Shermer and Cllr Flower.
